District types were defined by comparing the demand-side hydrogen relevance and the potential for hydrogen production.
- check Heavy User
  info
  Heavy Users are districts with high demand relevance but relatively low production potential, such as most industrial centers. They will likely depend on hydrogen in the future but have little capacity to produce it themselves. For them, the transition to hydrogen processes and the development of import infrastructure is already a relevant issue.
- check Powerhouse
  info
  Powerhouse districts have high potential but low hydrogen demand. They can strengthen their regional economy by installing more renewable energy facilities and building electrolysis capacities, primarily to supply hydrogen to the Heavy Users.
- check Self-User
  info
  Self-users are districts that have both high demand relevance and high potential. They need to transition their production processes to hydrogen but have the potential to meet their demand with a regional supply if they build the necessary capacities locally.
- check Observers
  info
  Observers are districts that have both low demand relevance and low potential. While the climate transformation presents challenges and opportunities for them in other areas, hydrogen is not a highly relevant issue for them at this stage.

The skill gap refers to the difference between the required skill profiles for the future hydrogen economy and the current distribution of skills in the labor market. Labor markets with a smaller skill gap are better positioned for the development of a hydrogen economy.

  The Skill Gap Index shows in which districts the gap between the current and target distribution of skills needed in the hydrogen economy is smaller or larger than in other districts.
